I agree with your statement about the lighting in this scene. It makes us connect Dr.Hineman to the Pre-Cogs and how she was the main researcher of them and basically "created" Pre-Crime. I also think that all the plants in the background make the shot look like they are trapped in the greenhouse. Its almost connected to how the Pre-Cogs are "trapped" in the Temple and never leave. But it also could show how Anderton is feeling at this point of the film. He has to run from everyone and is a bit confused as to why this is all happening. He feels trapped as well.
